How I can correct / reimage my laptop so it goes back to the original factory settings without using cd's?

My Dell Inspiron 8100 is acting. It reads DVD and CD is not music or data cd-roms. So I did some research and download driver updates including firmware, BIOS, virus scan, etc and nothing works. So my next step is to start over and reimage to factory settings, but I can not use my CD / DVD, since it only reads DVD's. So I can not use my recovery cd that came with the laptop. Which brings me back to my question. How I can return everything to the factory / original settings without using a database of CD-ROM. You can not afford to take it to a repair shop and warranty my time has expired. Please help. Dell Inspiron 8100 Laptop, Windows XP, SP2, CD-R/DVD, Pentium 3, Toshiba C2502, CD-R/DVD drive, floppy. I think the two most likely possibilities are a physical damage CD / DVD or corrupted system files or corrupt the control of the unit.
